Merchant Tamao
Tamao, a contraband dealer, operates openly. Head to the Yamashiro region, specifically Kyoto. Find Honpoji Temple (east side of Kyoto) and then travel west to his brewery. The staff reveals he's holed up inside. Destroy the barrels in the courtyard to lure him out.
Merchant Kanta
Merchant Kanta, located in the Mouth of Seta (Omi region), isn't necessarily a willing participant. Use the Observe mechanic to uncover intel showing he's being coerced. Spare his life, and he'll join Imai Sokun's fleet.
Merchant Ginroku
Ginroku sells delicacies in Miyazu Bay (Tamba region), southwest of Miyazu Castle. Find a letter in nearby huts to allow him to escape, or eliminate him. His fate determines whether he works with House Imai or continues his illegal activities.
Merchant Kin-no-suke
Kin-no-suke's suspicious wealth and use of bandits to steal goods lead to his exposure. Find him east of the Trading Port in Obama (Wakasa). Deal with his bodyguards before confronting him.
Iron Hand
The Iron Hand, the syndicate leader, is in Fukuchiyama Castle (Tamba). Prepare for a challenging fight, taking out guards before confronting him. After defeating him, return to Imai Sokun for your reward.
