Obtaining Sigils is straightforward: you can buy them at the Sigil Shop, which is marked on the map by two coins. When you visit, you'll be presented with a choice of three Sigils, varying in both strength and cost. If the options don't suit your needs or budget, you can refresh the shop for one coin to view a new set of Sigils. Additionally, if your Sigil box is full and you want to make room for a new purchase, you can sell unwanted Sigils at the shop.
