An IGN interview with Ed Beach, lead designer of Civ VII, on February 13, 2025, offered a glimmer of hope for Gandhi's return. While not guaranteed, Beach indicated that Gandhi's inclusion is a possibility, though it might be some time and released as DLC.
Beach addressed the absence of several familiar civilizations and leaders from Civ VII's initial lineup. He stated that no previous civilizations were forgotten, acknowledging player concerns regarding the omission of Great Britain and India. The primary reason for their exclusion, according to Beach, was the sheer number of popular choices. To make room for fresh and exciting additions, some established civilizations had to be left out initially. However, he confirmed that Firaxis is considering the long-term inclusion of these leaders and civilizations.
Given the extensive DLC history of Civilization VI, Gandhi's eventual appearance in Civ VII seems probable. The precise release date, however, remains undetermined.
